Explain:
This sentence pattern expresses the meaning of “forbidden” or “not allowed” to do something.
Used to answer the question [ Verb formてもいいですか?]
Example sentences:
1. ここで車に止めてはいけません。駐車禁止ですから。
Koko de kuruma ni tomete wa ikemasen. Chuusha kinshidesukara.
Don’t park in the car here. Parking is prohibited.
2. テストの時、辞書を使ってはいけません。
Tesuto no toki, jisho o tsukatte wa ikemasen.
When taking the test, dictionaries are not allowed.
3. ここでﾀﾊﾞｺを吸ってはいけませんか?
Koko de tabako o sutte wa ikemasen ka?
Can I smoke here?

Attention:
For the question [ Verb-formてもいいですか?], when you want to emphasize the answer is no, you can omit [ Verb-formては] but only answer [ いいえ, いけません」 This answer is not for the above superior person
